59 with question about Roth IRA withdrawals

Hello, I have just turned 59, and need info about beginning withdrawal of my Roth IRA. Can I start taking funds out at EXACTLY 59 1/2, without paying income tax or a penalty on any of it? My plan is to take equal monthly payments until I turn 62, and then begin Social Security.
