529 plan expense ratios

While studying 529 plans I noticed expense ratios are quoted for the available investment choices. The ratios are higher than I prefer, around 1%, however what got me wondering is some of the choices, such as "2022 College Plan", themselves invest in an array of mutual funds. Does that mean the quoted 1% expense ratio is added on top of the expense ratios of the constituent funds? I could not get what I felt was a clear answer from the company.
