The best guidance the speaker could give is that the company should screen the candidates for interviews and can and should use Facebook in the screening process, BUT none of that information should be made available to the hiring manager if it would affect that managers hiring decision...

That makes no sense.

The best screening tools are an in-depth interview, reference checking, and hire a private investigator. I would specifically ask a PI to look for any indications of a 'short fuse', history of stalking, inability to 'let go'.

A lot of Facebook stuff is fluff.
 
A friend checked the facebook account of her daughter's boyfriend, as he was being weird. On it he posted pictures of himself with some other girl....
He was surprised she had looked, she told him he was stupid for fooling around on her daughter, and for not making his FB private.

Obviously the relationship ended.
