What about building a cat run for him? When I was a kid, I worked part time for a lady who was the president of the local SPCA, and at her peak had something like 30 cats and 5 dogs. She lived in a big house at the end of a street in a fairly rural area, and off of one of the rooms, was an enclosed area, where the cats could go in and out through a little pet door built into one of the windows. It had no floor, so it was grassy, and gave them the feeling of being outdoors, but it had fencing all around, including over the top of it, so they couldn't climb out.

I have three cats myself, but they're all indoor cats.

The only thing I can think of is having some sort of outside run/pen for him to stay in. That way you have control over his being able to wander...but he could still be experiencing the great outdoors to some extent.

Oh, those are great ideas, Andre and RBDave! I'd forgotten about that--when we lived at the beach, we build a chicken wire cat house in the back yard for ours. They had a palmetto log, some perches, and a sandbox in the corner. They really liked it and it kept them safe from the too-fast seasonal traffic. Dismantled it when we moved, but it held up pretty good.

My sister has cattery for her 3 (now 2) cats. I don't have an easy space to add one to the house but, I am in the process of starting a kitchen remodel . I'll ask them for some bids.
