Credit report and credit card offer for a person with no SSN

Hello folks,

I have 2 questions,

Earlier this month, I sent in a paper request to Transunion for annual credit report (I get report from each one of them every 4 months) and still I have not received anything in mail. Usually it arrives within 10 days. What do you guys suggest me do to?
(I avoid it getting online because I noticed they are still technology backward and employ pop-ups. In spite of allowing pop-ups, somehow all of the browsers I have, block them..)

Second question I have is for my friend's wife. She does not have SSN and she has been receiving credit card offers or auto insurance infomercials in mail. She asked the credit card company and they said, it must be some blanket advertisement mail. She is not too sure.
She had two of her bills sent to collection agency because of mistake on the part of the billing agency but they were paid immediately after she learned it. Other than that, there is no record of her that she is aware of. And she has a driving license if that can make a record somewhere accessible to infomercial database.
Any suggestion for her to check what is going on?

No idea on the credit report.

If the friend's wife has a bank account or pays any bills or buys anything through the mail I'm sure the junk mail senders have her name and address. Probably not through her driver's license, though that can get you jury duty. There is a credit card mailing opt-out service, but I don't know the details. That only works if they voluntarily comply.
