DVD playlist

Hey Everyone,
Hope I'm posting this in the right forum. And am allowed to ask this.
Purchasing a new desktop pc shortly. And am not an under-the-case kind of guy.
Here's my question, and explanation of what I want to do.
Want to put 4 or 5 concert DVD's on the pc hard-drive, and then select one song from each DVD, to create a custom playlist. I don't want to go to each file on the hard-drive, and play the song. Just like creating a mp3 playlist. Hope I have explained myself o.k.
Is there a piece of Windows software that would allow me to do that?
Like a video jukebox?

I use iTunes to do this on my Windows machine. I can include your non-itune's music when it builds your library and it is very easy to create playlists.

Maybe I did not explain myself properly. Hope I can clarify and expand on my initial question.
Can you use iTunes to play the "video" through the pc to your tv?
