FCC releases Open Internet Document

The 400 page document on net neutrality is now availble here:

A tough read. I am not sure whether this is what was wanted or expected.
I started the read at the dissent from Comissioner O'Rielly on page 389.
Will regulations help or hurt the build out of the internet?

Expect to hear more as the parties dig through the rules.
