I took apart a free, junked 10J ruby medical laser and the capacitors were the size of a kitchen garbage can. I don't remember the capacitance but they were rated at 4kV IIRC. I sold them on ebay to people building tesla coils or coin shrinkers

Here is a video of a capacitor bank that can generate enough EMP through a wire coil to shrink a quarter to about the size of a dime. The discharge is very fast, so perhaps as a pulse of energy it fits the needs of the story.

This bank hold 3.2 MegaJoules, for delivery to a series of disk amplifiers that eventually develop a 1 PW (petawatt, or 10 to the 15th power watts) pulse that lasts 500 femtoseconds (10 to the negative 15th power seconds)

When I was a kid, a capacitor that could hold one farad was the size of a room.
Now you can buy one for a few bucks the size of a matchbook.

For the weapon purpose, capacitors (actually super capacitors) would be my preferred power source. Once charged, you could have it on a truck and drive it anywhere, foiling the searchers. After discharge, you could recharge it in any number of places.

For pure energy storage, LiPo isn't bad either. For a cheap amount I could make a Lipo backpack that could deliver 2000 volts at 1000 amps (for a short period), giving you 2MW. Quick recharge too.

I bet a U-Haul truck outfitted with 5,000 pounds of LiPo batteries in the correct configuration could generate an insane amount of power for several seconds.
