Opinions will differ. Commas split up the last part of the sentence into measures, with each measure an equal rhythmic unit and with a rise in pitch at the end of each measure before the last. If it's three measures: "concise | grammatically correct | and to the point |" then there should be a comma after "correct", but if it's only two measures: "concise | grammatically correct and to the point |", then there should be no comma after "correct" because it doesn't end a measure.
I think there are three measures, so I say yes, use the comma.

How about those who proudly inject "mute point" or "for all intensive purposes" into conversation. Or politicians who can't pronounce nuclear like Carter, Bush II, Palin to name a few - and Carter studied graduate "nucular" physics and was part of the Navy "nucular" submarine program. How on earth?

What chaps me (I've actually learned to chuckle) is when folks on TV/radio say stuff incorrectly.
The most obvious one is further and farther. You'd think folks that get paid to speak would know how to speak properly.
I'll cut em a little slack on the who and whom stuff.
