Lowes is going to start selling DIY Solar Panels

I think this will really give residential solar power a push. While I am far from a global warming believer, if this prevents just a few dollars from going abroad to pay for oil, then its a good thing.

But the tax rebates only apply if a "Licenced Contractor" flips the switch. (at least here in AZ)

True, but cost should be alot less, most people will just hire an electrician with the DIY panels.
