I imagine this varies by state. I had a friend who used to fix cars (in Minnesota), and at the time I think the number of transactions allowed without a license was somewhere between 5 and 10.

I got "reminded" when I was doing this as a younger man. I would buy cars for $100-$200, clean them up, and then resell for $300-$500. I did about 5 of these, and then one day I was in the local DMV. The lady told me someone wanted to talk to me.

Some DMV inspector guy took me in his office, and asked if I had a dealer's license. I told him no, and he told me I was in violation of state law for motor vehicle sales, etc, etc...............

I stopped doing it after that........

Why deal with market price finds to recycle - i do 3-5 late model luxury or select pre-1974 cars from insurance auctions as an addictive hobby. Theft or wrecked - they clean up really well and were not intended to be end of life dumps by the previous owner.
