your pups' feeling is well-founded. this is known as leash aggression. many dogs are more aggressive on-leash, you'll notice them lunge and bark where they probably wouldn't off leash. also some loose dogs will attack a dog on-leash, maybe thinking it can't do much to defend itself.
when i had hybrid wolf pup at bark park we always cautioned people to remove their dog from the leads before entering the fenced area.

i also used to enjoy cats on a farm. when i was a kid my folks would vacation on working ranches upstate ny & pa. i loved squirting the cow's milk into the cat's face. was very fun. but urban life is just too crowded to let them roam free.

We have one mean, old crotchety fat cat living in and around our house.* He'll bitch slap the dogs if they get out of line.* I'd like to see someone try and ping him in his fat behind with a pellet gun.* He'd probably turn around and yawn*

We try to keep a couple of barn cats around our out buildings to control the rodent population. Seems like a sport for people to dump unwanted cats since it costs a few bucks to take them to humane society. That goes along with the liberal b.s. in our state with not wanting people to shoot feral cats.

the neighbor's cats have been getting into my gardens. so far dead baby racoon, dead possum, all but two squirrels dead, i lost count of the dead birds. one day one of the cats was on my front porch surrounded by feathers and dead bird carcass. the other week i found a decapitated squirrel.
Would it be possible to borrow that cat? I don't want to lose the birds, but there are far too many squirrels and racoons in my back yard, not to mention the possum living under my deck.

Actually I missed both the connection between being a thread about being attacked by an off leash dog and one about cats eating a bird, and the bliss of the discovery...someone want to fill me in?

i'm not even talking about cats that crap, spray & kill in public parks. all i ask is that neighbors be responsible for their family pets and be at least respectful of the private property of others.
interestingly, since i've spread rumor of my pet alligator, the neighbors have decided to protect their former tops of the food chain. if they can't be considerate of their neighbors, at least it's good to know they can be protective of their cats.
