I've not used them, but I ass-ume they are an aid to the search feature.
Much like on Craigslist, when someone selling a Chevy types the names of every make and model at the bottom of their post. Them when some poor sap searches for a Studebaker, viola, the Chevy ad appears. This is why I select "only search titles"...

As HFWR says, tags are a search tool.
- Click on the Search tab near the top of the page.
- Click on the "tag search" option.
- Select a tab from the "tab cloud" and click on it, or, if you don't see a tag that describes what you are looking for, enter your own tab in the search box.
