I don't believe this is correct; the rain percentage is the chance that rain will occur at any given point in the forecast area. See the NOAA FAQ for more details.

It is clear that quantum mechanical effects have been ignored in current weather predictions. Also what about the Heisenberg Uncertainty Principle?
Before I go out running I always calculate this stuff as a correction factor. If you don't you are at risk.
