Twelve Digit Phone Number

I got a phone call on my cell phone from a twelve digit number. How can a phone number have twelve digits? I was a way from my phone so I didn't answer it but I am curious how a phone number can have twelve digits compared to the normal ten.

The phone number as it appears on my phone is: 821-391-XXXXXX
