Whats's wrong with these Ebay bidders?

What is wrong with this Ebay auction. All the Amazon gift cards are going for more than their value.

I thought there was some kind of payment system promotion going on where the buyer gets X% off the final bid price and the payment system makes up the difference. It's possible buyers are still doing okay counting the discount. It's also possible buyer and seller are colluding.
