Just turn up the spigot a little.
However, thats really the part that could rub you the wrong way. Somewhere along the line they could have excavated a little bit and laid that down into the ground. I'm not a thermodynamics expert, but i'm going to guess that would have cut the cost to cool that structure by a whole lot.
