I know you can do this at a bank, you need to put in his name on line 2 (had to ask about this since it was unclear) and he would be the owner and you need his SS#. Online, you can use the "gift box", but your brother would need his own account setup before you can gift it to him (probably too late if he doesn't have one already). Since it's SS# based, I'd guess it counts against his annual limit too.

If your brother is a minor, you can create an online account for him immediately and gift it to him, assuming you already have an online account.
