Can he now collect social security and she 1/2 the his benifit?

He can and maybe she can depending on how long married, citizenship, etc. Best bet is to contact SSA (Social Security Online - The Official Website of the U.S. Social Security Administration) or call them at the phone number provided at that site.

prpfeif, you can find an answer to almost all SS questions at the the SS.gov website. This FAQ on the site might help with your question: Answer

Edit: Or call them as OAG suggests.

What you do is both file to collect now, then the husband defers his until 70 or when he retires. Spouse will collect half his full retirement benefit (66). Husband must file to collect or spouse cannot collect until he does so.
