These fees have been replaced with a single account service fee. This $20 fee will be charged annually for each Vanguard® fund in which you have a balance under $10,000 in an account. Vanguard will assess the account service fee, which will be paid directly to the funds to help offset the costs of serving accounts with smaller balances, in June

You can avoid the account service fee
There are three ways to invest fee-free with Vanguard:

Sign up for account access on Vanguard.com® and choose electronic delivery of shareholder materials, including statements, confirmations, fund reports, and prospectuses.
Consolidate your accounts or invest additional assets to bring all account balances in all funds to $10,000 or more.
Maintain total Vanguard mutual fund assets of $100,000 or more

Is Vanguard saying the new $20 fee (up from $10) for funds below $10,000 can be avoided by simply signing up for electronic delivery?

Yes, that's my understanding after reading the article. Apparently my fees have just gone down.

Good for Vanguard for giving people an incentive to switch to electronic paper delivery. I can't believe the number of financial institutions that offer electronic services, but offer no incentive for people to start using them. (Or even worse charge extra!)

It saves firms so much money.
