General Obligation Tax Exempts

This New York Times article takes some of the luster off the concept of the Full Faith and Credit feature associated with some issuers' G.O. bonds.

The article is about Jefferson County bonds. A pretty sorrowful experience but not one that applies generally to others.

As an aside, how did a word whose root is "bloody" ever come to also mean cheerful/optimistic? I think the root word is more appropriate here :-).

It comes from the ancient concept of four temperaments, each dominated by a bodily fluid or "humour". Although the idea of humours was discarded as an explanation long ago, the names of the temperaments are still used descriptively.
