Good discount brokerage sites?

Hi,

I'm new to this site and want to start an early retirement fund through low cost index fund investing. I am a Canadian living overseas so most of my banks won't allow me to invest since I'm not a resident anymore. Does anyone know of any good sites which allows non US citizens to invest in index funds (NOT mutual funds).

And index funds are mutual funds, so can you clarify your statement? Did you mean you want to use exchange-traded funds (ETFs) that track indexes? Even ETFs can be considered mutual funds. Or did you mean closed-end funds? What exactly did you mean?
