HSA withdraw questions

I am taking the HR block basic tax course. We discussed HSA's and he and I had a point of discussion:

I interpret HSA rules to be that you can withdraw HSA monies in any year after the HSA was created for a valid medical expense.

The instructor said you can only withdraw from an HSA in the year you incurred the medical expense.

Other opinions?

The instructor is wrong. You are correct.

You are correct sir !

And you should also get a 1099 SA from your HSA trustee to show how much was taken out of the account for the tax year.
