IJS vs. VBR (iShares small value & Vanguard small value)

It seems like IJS is popular here. Can someone explain the draw over VBR?

VBR has half the expense ratio and twice the dividend. I know VBR has 300 more holdings than VBR but what else is the difference and what is the impact?

VBR's holdings are a little bit larger that IJS. As far as their value orientation, they are about the same. P/B is 1.8 and 1.9. P/E is 17 vs 16.1 etc
