The new item is make roth owner take RMDs.

I would think the government would be more interested in the immediate tax revenue from conversions rather than the potentially higher tax revenue from larger RMDs down the road for the tIRA accounts. The only other benefit to the government would be for funds removed from a Roth due to the proposed RMD into a taxable account where they would generate tax revenue.
I doubt it will fly anyway.
