Really? Act now on a proposal that hasn't even gotten past one budget committee in the House? You've got lots of time, you know. At least wait until it passes in a bill in the House and is ready to be dithered over for a few months in the Senate.
For any proposal to become law, it must pass through committees, full votes of approval in the House and Senate, through a conference committee to reconcile inevitable differences between the House and Senate versions, another pair of full House and Senate votes, and be signed by the President.
No rush.
And given circumstances, there are far more urgent and realistic matters to be concerned about. Those kittens aren't going to pet themselves, you know.
