question - yahoo/finance MF performance percent vs costs

Sorry for asking such an elementary question.

On yahoo/finance performance page for a mutual fund, when they list the 1 year percentage gain is that is before the total administrative costs are subtracted?

e.g. if a fund made 20% but has costs of 1% then the true return is 19%.
