Roth withdraw question

Roth withdraw question

Back in 1998 I converted an IRA to a ROTH, value $18,000. A 3 years later, account value was $3,000. I was so disgusted I did nothing for a while. The last 4 years I have been adding to it and have the account up to 13,000, not much earnings, mostly my contributions. So my question, today I would like to withdraw 7,000. Would that be tax and penalty free since my original contribution was larger? or will the IRS see that the account dropped down and I am withdrawing about $4000 put in the last 4 years
