USAA now in ETF biz

USAA recently announced that it was transferring all of it's Mutual Fund business to Victory in Ohio. Now, oddly, they are announcing a new ETF offering for it's members. I'm sure that it will make sense to someone, but not me.

Any chance the ETFs are existing Victory funds, rebranded with a USAA label?
