What triggers the 0% balance transfer offer

Is it an increase/decrease to credit score?
Is it because a balance was paid off?
Is it because income changed?

I just can't seem to figure out the exact trigger, but I get a ton of offers. I do sometimes carry a balance on my 0% card and had recently paid that off.

on a side-note, after receiving all those offers I decided to switch out my cards. got 35,000 delta miles moving to platinum, then snagged that amazon prime card and they gave me $70 credit, and topped it off with the chase freedom offering me a $150 statement credit.

I do this switch-a-roo about every two years and have used a balance transfer once before.
 
I get several offers a week, never transferred a balance ever and pay accounts off each month all my life. Discover says my FICO score 841, which I think it means I'm good for my debts.
 
I'm pretty sure the trigger is your name and contact info on a mailing list someone bought.
 
I get those 0% offers all the time. Frankly, I find them deceptive. It's not 0% if they are hitting you with a "transfer fee" of 3%, or 5% etc.
