Pre-paid cell phones for UK and in other parts of continent

Our DD will be in London for the spring semester 2010. Any suggestions on pre-paid cell service to use both locally around UK, in Europe for side trips, and back to US if needed? We already all have Skype accounts but are thinking she will want a prepaid cell for perhaps both voice and text. Thanks for any suggestions.
