Why does Mixed Port. default equal 140?

Why does Mixed Port. default equal 140?

It says that whatever numbers will be ratioed to 100%, but it makes it difficult to discern what the default mix is. In fact, I just noticed it, and previously, from glancing at them & seeing the 40's and 15's and 10's in the expected places, I was under the impression that the numbers were %, which they are not.
