ACA Mid quarter

Those receiving ACA HC, would it matter to start receiving HC say first of March or is it better to start right at the first of the year? I realize the enrollment period ends Dec 15. DW had intentions of working til end of Feb 2019 which would make our first yr of HC costlier than the next yrs. We've been non patiently waiting to see if any changes were going to be made for 2019 but with just 3 mths to start of enrollment we assume not much will be changing... TIA

No problem signing up for ACA in March as long as you have a qualifying life event (if you are both currently covered by your wife’s employer-based health insurance plan and she retires, you would qualify to sign up for ACA outside of the open enrollment period). But note that you need to complete your application no later than February 15th to start coverage on March 1st, so don’t wait until the last minute to sign up.
