I thought this was interesting: I just got a nice letter from Capital Blue telling me they were required by ACA to issue me a check for $103 
since they spent less than 80 percent of their total received premiums on actual health care services, as opposed to salaries and advertising, in 2014.

. Their explanation was the money was too small to make a difference to the staff.
