I am merely a former cancer patient with no special expertise here, but I am still skeptical of this claim. Following is a quote from a comparison of three 2008 guidelines for CRC screening:
USPSTF states that although use of an annual FOBT with a lower sensitivity has been demonstrated to reduce CRC mortality in RCTs, modeling suggests that the number of life-years gained will be greater with the strategies using higher sensitivity tests. According to KPCMI, annual standard guaiac FOBT is a less preferred option because of its low sensitivity and low compliance rates.

By the way, in looking about, I have seen some results promising to be more directly relevant to the thread topic -- estimates of the cost per patient year of life gained for various screening tests. But so far I haven't a reference giving estimates for FOBT and colonoscopy that we could compare. But I gather we're looking at something like 10k-30k per year, for CRC screening.
