What State to Get Health (ACA) Insurance From?

I am selling my home in Louisiana and will move to Alabama. I have to sign up before I move, but I won't become a resident of Alabama until around the middle of the year. We will travel for a while to visit friends and family while the new house is being built.

How do I decide what state to get health insurance from? Of course I would like the cheapest option. Also can I switch from one state to another state mid-stream?

Moving is a "qualifying event" that allows you to change health care providers between enrollment periods.

Yes, but only when moving out of a plan's service area, I believe. Just moving across town doesn't qualify.

We moved from NorCal to SoCal mid year 2014, and we made the change after we'd gotten into our new home. We kept the same insurer and the same plan.

I found out that the Alabama individual plans are quite a bit cheaper plus better than the family plan of Louisiana and Alabama. We will be moving to Alabama at the first of the year.
