At what fixed rate do you move out of the market given today's environment?

There has been and probably always will be discussions about should I change allocation etc. Given today's high PE's and relatively paltry interest rates, I'm curious at what safe rate do you move most if not all investments? So assuming you could find an extremely safe CD ladder say 6, 12, and 18 months, at what rate do you say this is better than the market risk?
