Are there funds or ETFs that buy MBS without any leverage?

There are lots of mortgage backed fund that invest in Freddie Mae/Fannie Mae mortgages including Vanguards, but if you mean the lower quality dodge debt type of mortgages I am not aware of any.

Easy way that I use is MBB. It is an ETF that holds Fannie, Freddie and Ginnie paper exclusively.

The Vanguard GNMA fund VFIJX has a excellent long term track record and ER of .1% (admiral class) vs .25% for MBB.
