I've been sitting on a lot of cash, about 70% in cash right now, wondering when would be a good time to start buying back in. Is now starting to look good, or should I wait a bit longer? Maybe dollar-cost-ave, back in?

A friend just presented the antithesis of my situation;
He just bought in big time, putting 50% of his cash into a S&P index a week ago and wants to know if it's better to pull it back out quick, or ride it though. I asked him if he needs the money over next year, 2 years, 5 years and he said no, he doesn't. I told him if it were me, I'd probably let it sit, but ask here for him. (why he won't join up, I don't know other than the brain pool here intimidates him.)
