European Index Fund? - Billy and Akaisha

Hello everyone, I have a question about Index fund in Europe.

I am planning to retire in 2 years and become a perpetual traveler,
right now just saving my money. (Living in a small rental apartment, no car, etc)

I recently read retire early book by Billy and Akaisha and I really like
Billy's concept of investing on low cost index fund getting 10% return,
spending only 3 ~ 4% of total asset a year. This sounds doable.
His concept is very similar to "The Intelligent Investor" by Benjamin Graham, and I think I agree with his concept.

My question is; Can I find this type (low cost index fund) of stock
in Europe? (like Switzerland, or other tax havens).

I'm not an american citizen, and my country does not care of taxing citizens who live overseas, so I'm thinking if I can find the index fund
type of stock in Tax haven european country, it would make sense to me.

If you guys have any knowledge about European stock brokerage firms,
where offers index fund type of stock which Billy talks about in European
companies, please share your knowledge with me.

I'm not an expert stock investor, so I may be talking nonsense, please
bare with me and let me know with terms that I can understand.

You can certainly buy foreign ETFs. There are many on the various european exchanges.

ETFs will require a brokerage account and a commission though.

Many will think 10% is unsustainable though, just to warn you

Here is one ETF (offered by Credit Suisse) available in Switzerland and indexed on the SMI (the main stock index in Switzerland):

Last time I checked the ER for that fund was quite reasonable (0.38 ). It is denominated in CHF.
