I think it's more correct to term the Muj fighting the Soviets as "insurgents" if they are attacking Soviet military targets. If they are attacking with the intent of terrorizing civilians, then they are terrorists.
Same for Iraq. The folks attacking American or Iraqi troops are not conducting terrorist acts, they are conducting irregular warfare. If they are doing it in certain way (e.g. not wearing uniforms or identifying insignia), then they are "unlawful combatants." If they are deliberately killing civilians with the intent of causing terror, then they are terrorists.
