The article is about Jefferson County bonds. A pretty sorrowful experience but not one that applies generally to others.

As an aside, how did a word whose root is "bloody" ever come to also mean cheerful/optimistic? I think the root word is more appropriate here .

It comes from the ancient concept of four temperaments, each dominated by a bodily fluid or "humour". Although the idea of humours was discarded as an explanation long ago, the names of the temperaments are still used descriptively.
