iPhone 4s for travel

I am interested in getting an iPhone 4s for use at home and travel. I want to get an unlocked phone so I can pop a sim card in it for use in a foreign country.

Is there any place that sells these phones without requiring a contract? I guess I can buy one at the Apple store at full price, but I would like to pay a bit less than that.
