The Oregon plan, to turn a phrase, stinks. High costs, few investment options and don't need the state tax deduction.

We have accounts in Utah's savings plan for our grandchildren and have chosen Vanguard funds.

When I looked to what Vanguard itself offers - it is only through Nevada.

How do the costs Utah vs Nevada compare?

I use Vanguard.... and I do not know what state it is under... for me I am only looking for an investment opportunity and Vanguard meets what I need...

I had used Utah plan since 2001 as it was very highly rated at the time, believe it still is. However, last summer, with one boy starting college and the other a year behind, moved the funds to Colorado Stable Value Fund. Wanted to eliminate market risk but missed the post election rally.
I was real happy with Utah.

Utah has had one of the best plans ever since 529 came into being. I have been quite satisfied with the NY plan over the years

Guess we will stay with Utah. Moving to a Nevada plan would not be worth the effort.
