The voting machine is something born of political compromise. The technology is of secondary importance. How the machine works and what it does and why it does it that way came out of hundreds of committee meetings to "make sure our votes counted".
I'm sure you've seen what political compromise looks like? If you need an example, look at the tax code. Then look at the three major tax preparation software packages and that they produce different results for the same return and sometimes dont calculate the tax properly.
Along with the political compromise, there is probably technical compromise. Have a look at the cd-rom standard for a nice peek at that.
