Panama Pensionado Visa question???

In order to obtain a visa that allows you to permanently live in Panama under the Pensionado visa plan, you must have $500 a month coming in from a pension (this cuts out business owners) or from a government entity. My question is: Does your Social Security count as a government entity on this plan??
Surely, one of us on this board has some knowledge of this...I hope.
