I'm surprised that you would even use the word victim.
In your investigations did you ever come down on the side of the victim?
Isn't the one committing the fraud also "wanting to get something for nothing"?
They are a business attempting to sell something. Like I've stated several times, READ the documents provided. If they say something different than what the salesman is saying believe what is written, not what is said. I've lived in a "buyer beware" environment for several years and enjoyed that environment immensely.

I don't come down on anybody's side. It's not in the job description, I discover the facts and report them to the prosecuting attorney. By coming down on somebody's side means I have lost my objectivity and that is a liability in police work. I approached the job this way. I treat the people involved no differently than a cashier who rings up your purchases at a store. After I leave I probably won't see them again and if I did while not working, I'm not going to go over and strike up a conversation or even acknowledge I recognize them. They ain't my friends. As the saying goes, "In god we trust, everyone else show me your hands." I trust my family, a few co-workers, and my friends, but none of the people I deal with.
