Just started testing the Wyze Cam Pam V3 and Eufy 4k indoor. cameras.

I've been doing some reading and it appears that IRMAA fees are recalculated every year, January 1 believe.
So, if I file in Nov 2023 then I pay IRMAA on tax filing from 2021.
It seems in January 2024 SSA will recalculate to look at 2022 tax filing.

Checking today on Vanguard i see some Morgan Stanley CD's, 1 yr @ 4%.
However, the 1 yr Tbill is paying 4% and no local or state taxes.
My question is why would anyone pick the CD over the Tbill?
Seems like a no "brainer" to me but what do I know.
