    Ditto. I've been withholding both state and federal taxes this way since I retired (4 years ago). It's convenient and never been and issue when filing.

    We didn't realize that there was a state penalty in addition to a federal penalty for early withdrawal from an IRA. It just never dawned on me. The 10% federal penalty is often talked about. A possible state penalty, not so much.

    Hypothetically, could one withdraw Roth contributions during the course of the year, penalty free, and then do a t-IRA to Roth conversion upon reaching 59 1/2 to replace the original Roth funds? All to avoid the penalty.

    That's basically what we did and I was able to retire at 55 this year. I wouldn't go hog wild. Moderation is the key IMO. I guarantee "future self" will appreciate what "past self" did to make FI and RE possible.
