NYS Essential Plan possibly expanding to 250% FPL

NYS has applied to use a Section 1332 State Innovation Waiver to increase the Essential Plan from 200% FPL to 250% FPL. The Essential Plan is the Basic Health Program (BHP) plan created through ACA's BHP provisions. BHPs sits on top of Medicaid but below Qualified Health Plans (QHPs). Basically they are a hybrid between the two. NY and MN have BHPs, KY is adding one next year.

Looks like Essential Plan expansion from 200% - 250% FPL would start in 2024. $15 a month premium, no deductible, vision and dental, $2,000 max out of pocket a year. Coverage is at 91.5% of actuarial value vs. 72.2% in a normal Silver QHP with CSRs.
